Prepare a seedbed in the spring or summer in a sunny or partially shaded spot that is well drained. Till the bed to a depth of 6 inches with a garden spade. Spread a 3-inch layer of well rotted compost on the soil and dig again, mixing the compost in.
Dig a shallow trench about 2 inches deep with a trowel and scatter the seeds in it. Cover the seeds with soil, and water thoroughly.
Thin the seedlings when they appear so that there is one about every 12 inches, if you’re planning a privet hedge.
Water the young plants regularly until they are established. The soil around them should remain moist but not waterlogged.
Spray with insecticide if you see evidence of aphid infestation. Follow the manufacturer’s instructions.
