Condition garden or florist flowers. Cut garden flowers early in the morning. Prepare a bucket with 8 inches of lukewarm water mixed with 1 tbsp. floral preservative. Cut 1 inch off each stem at a sharp angle. Place flower stems loosely in the bucket and allow them to soak at room temperature for two or three hours.
Cut a square each of wrapping paper and waxed paper, measuring 10 inches longer diagonally than the longest flower stem. Lay the papers together on the counter with the waxed paper on top.
Select the largest stem of greenery. Select the longest rose. Snip or slice foliage and thorns from the lower 1/3 of the rose stem without damaging the stem's skin. Cut ½ inch off the stem bottom of the rose. Snip ½ inch off the greenery stem end. Insert both stems into a water-filled floral tube.
Lay the finished tube diagonally across the paper.
Remove foliage and thorns from the next rose. Cut the rose stem within 1 inch of the length of the first rose, place it in a filled tube, and lay it next to the first rose. Repeat with each flower in turn. Intersperse greenery, tucking a stem in with a rose, so that there is greenery on the bottom, in the middle and on top. Do not obscure rose heads with greenery. Arrange the flower heads closely but not overlapping each other.
View the arrangement. Tuck each fill-flower stem into a tube with a rose so that it complements the arrangement without overpowering the roses.
Fold 5 inches of the papers over the water tubes. Fold one side of the paper over the length of the stems. Fold the other side over the arrangement from the opposite side and roll the paper around the arrangement.
Secure the arrangement with a length of ribbon tied in a bow around the middle.
