Dig 6 inches out from around the base of the outermost stem of the plant or bunch. Push the shovel straight down, digging deeply to gather the bulbs and root system. Dig at least 10 inches down into the soil below the plants. Dig around the entire perimeter of the bulb or bulbs.
Angle the shovel and gently lift the bulb or mass of bulbs out of the soil.
Separate the bulbs and roots with your fingers until all the tulips are divided. If they have grown together, break them apart, keeping the main bulb intact by pulling it away from the others at the outside of each bulb.
Dig 12 inches down into the soil in the new bed area. Mix in compost, bulb fertilizer, or peat moss. For the fertilizer or peat moss, add the amount suggested on the package. For compost, mix in a 1-inch layer of compost per square foot of garden.
Dig a new hole for each individual bulb, two to three times the size of the bulb. For a 2-inch bulb, dig a 4-inch to 6-inch hole. Space them the same distance apart. Fill each hole with water and let sit until the dirt absorbs it all.
Place each tulip bulb in the hole, root side down, stem side up. Pack the dirt around the bulb by hand. Snip away the dead foliage showing above the ground. Water the area again when you have transplanted all the bulbs.
