Remove existing grass, weeds or other vegetation using a rake and a shovel. Use a weed hoe to dislodge any hard-to-remove weeds. Extract any large rocks that would compromise surface evenness.
Rake the soil to level the ground. Make the ground height between 3/4 and 1 inch lower than adjacent surfaces, such as sidewalks.
Tamp the soil to compact the ground. Tools available for tamping include a heavyweight garden roller, a hand tamper and a power soil plate compacter.
Spread approximately 1/2 inch of crushed rock. Tamp the layer of crushed rock. Spread sand on the crushed rock to fill in concavities.
Lay down the first row of synthetic grass and trim the edges, using a utility knife.
Lay down the second row and cut to size. Smear a coat of synthetic grass adhesive along the lap seam on the first row, using a notched trowel. Allow the adhesive to become tacky and then stick together the two rows.
Continue to finish laying rows of synthetic grass until the lawn is complete.
Stake the perimeter of the lawn with irrigation pipe pins or weed mat pins placed every 2 feet. Stake the central area of the lawn, placing pins 2 feet apart in rows also spaced 2 feet apart.
Sprinkle sand over the grass and work it into the nap with a broom.
