Gasoline-powered Toro snow blowers such as the Power Clear 621 use a drive-belt system to operate the mower’s engine. To keep the drive belt from slipping whenever you stop pushing, the snow blower uses a tension spring as a brake. If you start your Toro snow blower and it isn’t moving forward or braking properly, you could have a problem with the spring. It might be disconnected or worn out, which will require replacement.

Park the snow thrower on a level surface.

Remove the drive belt cover by unscrewing the three bolts with your socket set.

Locate the idler pulley, which is toward the top of the drive belt cover and next to the engine pulley.

Hook the spring onto its attachment housing next to the bolt hole across from the idler pulley.

Put one hand on the pulley to keep it still and attach the other end of the spring to the idler arm.
