Place the stabilizer in a pan of warm water before it is put in the pool. This allows the chemicals to begin dissolving ahead of time. Attempt to warm the water more than the actual pool temperature to expedite the process.
Dump the stabilizer into the water near a jet stream. This will shoot the chlorine throughout the pool, resulting in smaller granules. These smaller granules can dissolve quicker than larger granules.
Place the stabilizer in the skimmer and spread it throughout the pool. The result is similar to placing it in front of the jet as smaller granules of stabilizer are dispersed throughout the area of the pool.
Avoid backwashing the pool for several days after the stabilizer is applied. That will slow down the process of dissolving in the water.
