Pour cement mix in a 5-gallon bucket. Mix water in, according to package instructions, and stir thoroughly with a shovel. You want to fill the bucket completely with the mixture; however, you may need to repeat pouring and stirring a time or two to fill the bucket and mix the cement and water appropriately.
Place the rubber trash can lid on a flat surface, with the inner surface facing upward. This lid needs to be placed in a safe and stable location where it can remain dry.
Scoop cement into the rubber trash can lid using the shovel. Fill the lid completely with cement and smooth it over with a cement trowel. Work the trowel in a side-to-side direction, as well as up and down, to remove any air bubbles. Allow cement to set for two hours before continuing.
Place the oil well cap onto the top of the cement mixture. Make sure you allow two hours to pass after filling the lid with cement so the oil well cap does not sink through the cement. Press the lid onto the cement to adhere properly. Allow the cement to dry for 24 to 48 hours, according to the package directions.
Turn the lid over and rest the product on a flat surface, resting on the oil well cap base edge. Cut the garbage can lid from edge to edge, and again in an opposite direction from edge to edge, to separate the lid into four sections. Peel each section from the center of the lid to remove the rubber from the cement.
Place the domed oil well cap over the oil well opening. You will need one to two friends or a lifting machine to position the domed oil well cap, as it will be heavy.
