Place the 1-foot PVC pipe horizontally on a work surface. Cut holes in the top of the pipe, along its length in an irregular pattern from left to right with the blade of a utility knife. Rotate the pipe a quarter turn away from you and repeat the procedure. Repeat the procedure an additional two times.
Stand the pipe on the work surface. Wrap woven mesh around the pipe from the top to the bottom. Tape the top and bottom to secure the mesh with strips of silicone sealant tape.
Insert the pipe that is now a filter into one end of the 15-foot PVC pipe. Push the filter into the pipe with the wooden dowel until resistance is felt.
Hold the pipe connector bracket so that there is a hole facing up and a hole facing down. Screw the pipe socket onto the hole on the side of the bracket. Tighten the socket with a hand wrench until resistance is felt.
Place the bicycle inner tube inside the 15-foot PVC pipe. Insert one end of the pipe into the hole on the top of the bracket. Run a PVC fitting over the top of the tube and all the way down so that it is now on the top of the bracket. Screw the fitting onto the bracket. Tighten the fitting with a hand wrench until the resistance is too great to turn it.
Hold the other pipe connector bracket so that there is a hole facing left and another facing right. Screw the top of the 15 foot PVC pipe into the hole on the bottom of the bracket and tighten it with the hand wrench.
Screw an end of each of the 1-foot pipes into a hole on the sides of the bracket. Tighten these two pipes with the hand wrench
