Decide on the length and width for your pavers and note of the measurements.
Measure and cut two inside frame pieces from a 2-by-4-inch board, equal to the width from Step 1, using the measuring tape and power saw.
Add the total thickness of two 2-by-4-inch boards to the length from Step 1 and cut two outside boards to the final length, using the measuring tape and power saw.
Lay out the two inside and outside boards to form the shape of your paver on a flat and level surface. Form butt joints at each corner, ensuring that all edges are flush.
Position a corner clamp at one of the corner joints of the frame and tighten the screws firmly in place to form a precise 90 degree angle.
Drill two pilot holes into the face of the outside board where it overlaps the edges of the inside board, using the power drill and drill bit.
Insert a 1 1/2-inch screw into each hole and tighten it firmly, using the power drill and Phillips screwdriver bit.
Repeat this process for each corner of the form.
Cut a piece of welded mesh, 2 inches smaller than the space inside the form on all sides, to reinforce the poured concrete paver.
