Lay out the pavers spanning the width of the sidewalk to determine if any cuts are necessary. Pavers overlapping the edges by one to two inches will not reduce the stability of the structure. Cut major overlaps greater than two inches with a masonry wet saw so that the pavers fit the width of the sidewalk.
Mix mortar with water in a bucket. Spread the mortar over one edge of the sidewalk with the trowel to the width of the paver and a depth of approximately 1/4 inch. Drag the notched edge of the trowel over the mortar to create grooves that run parallel to the side of the sidewalk.
Lower the first paver into position on top of the mortar. Tap the paver down to the desired height. Level the paver from side to side and front to back. Lay the second and subsequent pavers directly adjacent to the first along the edge of the sidewalk. Level each one as you go.
Spread dry concrete over the sidewalk to a depth of 1/4 inch. Drag the notched trowel over the concrete to create grooves. Lay out the pavers one row at a time checking the level with each paver. Tap the pavers to the proper level with the rubber mallet so that the tops of all the pavers are flush.
Lay the final row along the second edge of the sidewalk using mortar in the same manner as the first edge. Allow the mortar to dry for 24 hours before walking on the surface.
Spread concrete sand over the structure. Brush the sand into any existing gaps with a push broom. Continue adding sand until the gaps are completely filled.
Spray the surface with a low-pressure water hose to wash off the excess sand and to solidify the joints. Allow the surface to dry for 24 hours before allowing foot traffic.
