Wait until at least the early spring when there is no threat of frost before removing the mulch. If it is already warm, you can clear the mulch at any time.
Rake the mulch up using a wide-toothed bow rake until you have most of it in a single large pile or two to three smaller piles. Try not to rake up the top layer of underlying soil as you remove the mulch, since it contains organic matter that is good for future planting.
Scoop up the collected mulch using a shovel and place it into a wheelbarrow. Flat edge shovels, called spades, or snow shovels work well for this task since they scoop up the mulch and don't dig into the soil.
Dispose of the mulch per the guidelines for your local trash collection service.
