Set your wood panels for the fence up against the cinder blocks and arrange them all along the fence line to determine their correct positions. Set in place all corner posts and special portions of the fence so that their places are locked in. Determine which, if any, sections of the wood panel fencing will need to be cut, but do not cut them yet.
Position the special sections, such as the gates, end posts, etc., of the wood panel fence first. Set the carpentry level on top of these sections to ensure that they are level.
Drill holes through the wood fence panels and into the cinder blocks behind them every three feet horizontally and vertically, making a grid of holes. Make sure the drill is on the hammer drill setting and the highest power level. Back the drill bit out periodically to remove the cinder block dust from the hole. Attach the panel to the cinder block using galvanized 5-inch masonry screws in the pre-drilled holes.
Attach the rest of the fence panels in the same manner. Cut panels to fit when you get to the end of a section, sanding the cut edges before installation.
