Building Codes for Retaining Walls in Sacramento County

Retaining walls made of timber, masonry, concrete or other materials often make attractive, practical and lasting additions to a landscape. Walls more than a few feet tall generally require professional engineering or special approval. Most municipalities or other jurisdictions impose limitations and specifications related to retaining wall construction. Sacramento County, California, is no exception.
  1. Retaining Walls That Do Not Require Permits

    • Small retaining walls do not require building permits in Sacramento County. Retaining walls made of treated or decay-resistant wood that retain less than 24 inches of earth do not need permitting. Reinforced masonry or concrete walls, as well as walls constructed using pre-cast block according to manufacturer's instructions, can be built to retain up to 36 inches of earth. The wall height is obtained by measuring the distance between the bottom of the footing and the top of the wall.

    Permitting Process and Required Forms

    • Homeowners wishing to build a retaining wall tall enough to require a permit must go through the proper process and complete all forms as needed. This process includes completing an application, applying for a permit and submitting plans to multiple county departments for review. After all departments approve, a permit can be issued and the project completed, allowing for any inspections required. In addition to the application, the homeowner must complete a "Notice to Property Owner as Owner Builder" or a form that authorizes an agent to act on the owner's behalf. Structural calculations may also be required.

    Additional Requirements and Considerations

    • In addition to retaining wall structural requirements, other codes must be observed when planning for and building a retaining wall.     Cities Not Covered by County Code

    • The county of Sacramento regulates plans, permits and inspections for private projects within unincorporated areas of the county. Private projects within the cities of Sacramento, Rancho Cordova, Isleton, Galt, Folsom, Elk Grove and Citrus Heights must adhere to building codes set forth by those municipalities.
