Grade and level the area for the deck. Use a shovel to remove the grass and top soil. Use a rake to level out the area.
Frame the area for the deck. Lay 2-by-12 inch boards to form a 12-inch-high frame around the proposed area for the deck. Place a 12-inch stake at both exposed corners of each board and hammer them into the ground with a rubber mallet to secure them in place. Be sure the corners of the frame are flush to prevent leaks.
Mix the stucco in a wheelbarrow and stir it with the shovel. Select a mix with a high concrete level. Follow the manufacturer's directions for mixing the powder with water. Different recipes of stucco require varying amounts of water so follow the directions carefully. Generally, the proper consistency, when mixed, is that of slurry or thin concrete mix.
Fill the frame approximately halfway full with stucco. Pour the material out of the wheelbarrow and spread it evenly with the shovel.
Sink rebar into the stucco. Have the rebar cut 6 inches shorter than the length of the frame. Lay the pre-cut pieces of rebar into the stucco and let it sink into place. Place one piece every 6 inches. After the rebar sinks, smooth over the top of the stucco with a trowel.
Fill the rest of the frame with the stucco mixture and smooth it out with the trowel. Use the trowel to level out the mud-like mixture and wait for it to dry. Depending on the consistency of the stucco, the drying time may take up to a week, but it will set up to a firm consistency within 24 hours. Remove the wooden frame after 24 hours.
