A balcony is generally seen as a good feature to have in an apartment. If you have a concrete or wooden platform next to dozens of other balconies, however, you may feel like you can't use the space. Creating a comfortable area in plain view of all your neighbors defeats the purpose of having an outdoor getaway space. Decorate a small screen and place it between you and your neighbors to decorate your balcony while blocking the view from the neighborhood.
Cut the fabric from the center of the panels of a folding screen. Measure the width and height of the inside of the panel piece openings. Add 2 inches to each measurement.
Cut out panels from vinyl lace tablecloths in the dimensions you figured after measuring the panel openings.
Lay the screen on the floor with the back side facing up. Center one strip of vinyl lace over the first panel opening. Staple the lace to the frame, running a line of staples all around the panel opening. Staple the other two pieces of vinyl lace to the other two panel pieces.
Stand the screen up with the front side facing you. Drape artificial vines over the top and down the sides of the screen panels. Staple the vines in place, hiding the staples in the foliage.
Wind strands of twinkle lights into the foliage, beginning at the bottom of the screen. Place the screen on the balcony near a power outlet.
