Pour 1/4 cup of mineral oil into the glass measuring cup. Add 12 drops of essential oil to the mineral oil. You can use all one fragrance or mix two or more together for a custom scent. Stir a few drops of vodka into the oils and mix it well.
Pour the scented oil into the bottle without filling it to the top. Leave a little room for the reeds. Break the pointed ends off several bamboo skewers. Cut them into shorter lengths if they're too long. Six inches is approximately the right length. Stick several skewers into the bottle of scented oil.
Dip the skewers into the bottle until they touch bottom, then pull them part of the way out. Repeat a few times to encourage the oil's wicking up into the bamboo. The vodka you added earlier also aids in the wicking action. Replace the skewers and permit them to sit undisturbed for half an hour.
Reverse the skewers and insert the opposites end into the scented oil. Dip and partially remove them as you did with the other ends. Reverse the skewers periodically to help the essential oils permeate the bamboo.
Pour any leftover scented oil into a jar with a tight-fitting lid or fill a few more bottles. Reverse the ends of the skewers periodically, perhaps once a week, to keep the bamboo saturated with the oil.
