Burnt sugar is one of the most difficult foods to remove from a rice cooker. It adheres to the interior of the appliance and forms a solid, almost impenetrable crust. Washing the rice cooker's inner pot, and even soaking, is likely to leave behind residue. It's tempting to grab the steel scouring pad, but doing so could damage the rice cooker's non-stick interior and leave permanent scratches. It takes more than one step to completely remove the burnt sugar and renew the rice cooker to its original smooth and stain-free state.
