Make a solution of one part chlorine bleach and one part water in a small bowl. Fold the strips of tissue paper in half.
Dip the open edges of the paper -- not the crease -- in the bleach solution for 5 to 10 seconds, depending on the effect you want. Do not leave the paper in the bleach solution for longer than 10 seconds because it will disintegrate.
Shake the paper slightly over the bowl to remove excess solution, being careful that the solution doesn't splash onto other areas of the paper. Open the tissue paper and drape it over the laundry drying rack to dry. Once the tissue paper is dry, you can proceed with making the flowers.
Place a baking cooling rack in a cookie sheet next to your work area. Make a solution of one part chlorine bleach and one part water in a bowl.
Fold the tissue paper circles in half and again in fourths. Hold the circles by the corner you made during folding and dip them in the bleach solution, again for no more than 10 seconds.
Unfold the circles and set them on the cooling rack to dry. Once they are dry, you can make them into flowers.
