Lay four PVC pipes flat in a row on a work surface. Apply PVC primer to the pipes where they join together using the included applicator. Brush PVC cement over the primer with the included applicator and press the pipes together.
Stack a row of three pipes on top of the first row of four. Lay the three pipes over the joints where the four pipes already join together. Take one pipe off from the row at a time and apply primer and cement where the pipes join together as you did in Step 1. Press the pipes in place.
Stack two pipes over the row of three pipes. Rest the pipes in the joints between the three pipes. Apply primer and cement to where the pipes adjoin and press them into place.
Complete the design by placing one pipe on top of the row of two pipes. Rest the pipe in the joint between the row of the two pipes. Apply primer and cement where the pipes meet and press the final pipe in place.
Spray two even coats of plastic spray paint onto the wine rack. Allow at least four hours between coats. Wait 24 hours after the final coat before you use the rack.
