Clamp a 6-inch diameter PVC pipe in a vise.
Cut off a 14-inch piece with a hacksaw.
Cut this piece in half down the middle using the hacksaw, creating two equal half cylinders. Each half cylinder will be the base for a rack when laid on its cut edge.
Draw a series of lines across the half cylinder every 2 inches, making six total over the 14-inch length. These lines should extend along the curve of the pipe, ending 1 inch above the cut bottom of the rack.
Clamp the pipe back in the vise with the curved side facing up.
Drill a 1/2-inch hole through the PVC at both ends of each line.
Cut two slices into the PVC, 1/4-inch to either side of each line. These cuts will connect with the drilled holes, creating notches along the PVC pipe for the dishes to rest in.
Sand the entire surface of the PVC with 180-grit sandpaper to remove any burrs from cutting and drilling.
