Create small holes in your wallpaper so the fabric softener solution can soak through the wallpaper to the adhesive. Use a wallpaper perforating tool, which can be found at hardware stores, to score the wallpaper.
Pour 1/3 cup liquid fabric softener into a spray bottle. Dilute that with 2/3 cup warm water and shake the bottle to mix the fabric softener solution.
Spray your wallpaper to the point where it's saturated with the diluted fabric softener solution. Allow the fabric softener to soak into the wallpaper and adhesive for 15 minutes.
Peel up the edge of a strip of wallpaper by lifting it with a scraper. Grab the lifted edge with your finger and thumb and pull the wallpaper in an upward direction.
Soak a sponge in the fabric softener solution and use the sponge to blot any stubborn wallpaper pieces or wallpaper adhesive. As the adhesive and wallpaper soften, continue to pull it off the walls until all is removed.
Mix the recommended amount of all-purpose cleaner in a bucket of warm water. Wash your walls to remove fabric softener solution residue. Allow your walls to air dry for at least 24 hours before painting or putting up new wallpaper.
