Block filler is a primer product that is used to fill small holes in concrete or cinder blocks. This creates a smooth surface that you can then paint over or leave as is. However, to use block filler as a paint you need to tint the base color. To do this you need to use a paint colorant to obtain the correct color. Block filler can typically be found at hardware and home improvement stores.
