Chip away any loose material from around the hole using a small chisel and a hammer. Carefully remove the loose material so that the area surrounding the hole is solid block.
Brush small debris out of the hole using a whisk broom. Ensure that the hole is free of debris and cinder particles.
Combine hydraulic cement mix with warm water in a bucket. Mix the cement to the consistency of oatmeal. Hydraulic cement expands as it dries and resists leaks, making it the perfect material for filling holes in a foundation's wall. Hydraulic cement dries fast, so only mix it when you are ready to use it.
Fill the holes in the cinder block foundation with the hydraulic cement, using a small masonry trowel. Press the cement into the holes and smooth it over the top of the holes using the edge of the trowel at a low angle to the block. Remove excess cement by using the trowel's edge at more of an angle to the surface.
