Wipe up any newly-spilled primer with a paper towel moistened with warm water. Quickly reacting to and cleaning up spills is the best way to avoid a long cleanup process later on, and regardless of whether the primer is latex- or oil-based, if you wipe up as much as possible before it dries, it take less effort to clean the tiles once the primer dries.
Scrape off as much of the dried primer as you can with the blade of a utility knife without scratching or otherwise damaging the tile surface. If you only have a small, thin spill, you may be able to skip this step altogether. For bigger or thicker spills, make careful, shallow cuts into the primer with the blade and gently scrape the primer away from the tile.
Moisten a rag with a mixture of warm water and liquid dish soap if the primer is latex-based. If the primer is oil-based, moisten a rag with mineral spirits.
Wipe away the remaining primer from the tile with the moistened rag. The latex primer will likely be easier to remove than the oil-based primer, which may take a little more elbow grease to clean off completely.
Wipe down the tiles with another rag moistened with warm water then let the tiles air-dry.
