Put on a pair of rubber gloves. If the cement is not in a well-ventilated area, wear a respirator before attempting to clean the oil stain.
Make a paste from two parts mineral turpentine and one part lime in a paint tray. Apply the paste to the oil stain on the concrete with a paint scraper or putty knife, extending the paste about two inches beyond the margin of the stain.
Cover the paste treatment with a sheet of plastic. Tape the plastic down with duct tape. Barricade the treated area so no animals or children can come near the paste. Allow the paste to sit for up to 24 hours.
Remove the barricade, plastic and duct tape to reveal the paste treatment. Use the putty knife to scrape away the paste from the cement. Carefully dispose of the paste in a sealed container.
Fill a five-gallon bucket with warm tap water. Add 1 tbsp. of dish soap and mix it in the warm water. Dip a wire brush into the bucket and scrub the affected area of the cement. Rinse the area with a water hose.
