Lift up on the seam gently.
Remove all debris from under the laminate with the blade of a metal putty knife. Inspect the wood substrate under the area for moisture. Prop the laminate up and allow the substrate to dry if wet.
Dip one end of the 1/8-inch wooden dowel rod in contact cement. Rub the contact cement on the underside of the laminate and the top of the countertop substrate. Allow the cement to dry for 15 to 30 minutes. Remove the prop, if applicable. Press the two materials together and hold for 30 to 60 seconds.
Plug in an iron and set it to high.
Place a towel over the puckered area of laminate.
Run the hot iron over the towel until the laminate becomes hot. Set the iron aside.
Fold the towel once lengthwise and once widthwise. Press and hold the towel over the puckered area until it cools to room temperature. Remove the towel.
Inspect the pucker. Reheat and press the area if the pucker continues to lift off the substrate.
