Check that all the screws holding the primer bulb in place are securely tightened. The mounting screws for the primer bulb are going to be difficult, if not impossible, to access once the air filter is installed. At this point, the carburetor should still be removed from engine housing, but all of the fuel lines and wires should still be attached. Only the mounting screws holding the carburetor to the engine should have been removed when installing a new primer bulb.
Place the carburetor back into the slot on the engine. Tightly screw in the mounting screws for the carburetor to secure it back in place.
Check that all of the fuel lines and wires are still securely in place. Even though the lines were not removed, it is possible that one or more of them may have come loose when the carburetor was removed. It becomes difficult to check the lines and wires when the air filter is put back on, so now is the best time to double check the lines.
Place the air filter into the slot on the carburetor. Put the engine cover on top of the carburetor to cover it. On almost every small engine, the air filter is held in place by the cover and not directly screwed into the carburetor.
Screw in the mounting screws for the cover to secure it to the carburetor. The air filter should be held securely in place once the cover has been reattached.
