Measure the width of the window. Since the wooden blinds are most likely hung inside the window frame, measure the width from the outside edges of the frame for hanging the valance. You'll need a cloth valance that is about twice the width of the window.
Hang the curtain rod at the top of the window frame. Don't hang it very high above the window. Ideally, the valance will cover about one-sixth of the window's height.
Choose a valance with a rod pocket at the top wide enough to fit on the curtain rod. The pocket should be twice the diameter of the curtain rod. Avoid valances with tab loops, since your goal is to cover up the top hardware on the blinds.
Slide the valance onto the curtain rod and attach the rod to the mounting hardware on the window frame. Adjust the valance so it hangs evenly across the top part of the window.
