Measure and mark where the rods will go. The top tier should be hung on the wood frame of the window. This type of curtain is not intended to extend beyond the frame. Use a pencil to mark the two spots for your upper brackets. Measure for the second rod from the bottom up. It should be located exactly halfway up the window. Make your marks for the second set of brackets. Even though you can probably eyeball the location for the second rod, measuring prevents slightly crooked window hangings.
Install the bracket hardware. Using a cordless screwdriver, screw in the rod mounting brackets at the top and middle of the window. While you can nail these brackets in, screws are more secure and will better support the weight of curtains.
Insert the first rod through the top tier. Run the tier onto the rod gently to avoid snagging the fabric. Hang the rod on the top brackets. Arrange the tier so that it is straight and centered in the window.
Insert the second rod through the bottom tier. Mount the rod on the brackets, and arrange the tier so that it is centered on the rod with an equal amount of fabric on both sides.
