Measure the distance across the top of the blinds. Mark two level spots on either side of the frame, at least 2 inches to the side and 2 inches above each set of blind mounting brackets.
Measure the depth of the blind mounting hardware from one of the marks. Choose curtain rod hardware at least 1 inch deeper or a set of rod extenders compatible with the existing curtain rod hardware.
Fit an electric drill with a Philips screwdriver bit and screw the curtain rod bracket mounting screws through the brackets and into the wall at each mark.
Remove the screws from both rod extenders and fit the extenders onto the rod mounting hardware. Insert a screw back through each rod extender and the existing rod mounts. Pull the extender away from the wall until it protrudes past the blinds and tighten the screws with a Philips screwdriver.
Insert the curtain rod into the mounting hardware and tighten the tension screws until the rod is secure.
Spread the scarf valance flat over a table or the floor. Fold the long edge under 1 inch and continue to fold the fabric back and forth accordion-style until you reach the opposite edge. Tie a piece of cord or a strip of fabric around the scarf, about 1/3 of the way in from each edge.
Drape the tied sections of the valance over the back of the curtain rod at the outer edge of each bracket. Allow the middle section to drape down in front of the rod. Remove the cord or fabric strips and arrange the valance until the ends hang down evenly on each side. Adjust the pleats until they are even across the front of the valance.
