Tenants are entitled to a habitable rental unit. Before they move into the premises, if the carpet in their unit is extremely dirty or worn, or if it is mildewed or contains mold, the landlord must replace the carpet.
If the tenants damage the carpet beyond normal wear and tear during their tenancy, they must pay for repairs or replacements if they wish to have new carpet installed.
If tenants damage the carpet in their rental unit, the landlord may deduct the cost of replacement or repair from the tenants' security deposit.
