Select the 4-inch section of straight PVC pipe and the PVC elbow joint. Set the elbow down and choose one end of the 4-inch straight PVC section.
Cover 3/8 of an inch of the end of the 4-inch section of pipe with rubber cement. Wrap the plumbers tape around the end and cover the plumbing tape with rubber cement. Insert the end into the PVC elbow joint.
Cover 3/8 of an inch of the end of the 2-inch section of pipe with rubber cement. Wrap plumbers tape around the end and cover the plumbing tape with rubber cement. Insert the end into the remaining open end of the PVC elbow joint. Allow this L-shaped structure to dry for 20 minutes.
Paint the PVC structure. Use an acrylic-based paint to cover the PVC. Leave 1/2 inch at the end of the 2-inch PVC straight pipe unpainted as you will need this to attach to the plywood back. Allow the paint to dry completely before continuing.
Position the piece of plywood on a flat surface, running vertically. Measure over 2 inches across the bottom edge. Measure up 1 1/2 inches from the 2-inch mark. Mark this location with a pencil.
Center your circle-cutter drill bit over the pencil mark and drill a 1-inch diameter circle though this mark. The circle will be drilled directly in the center width of the plywood and 1 inch from the bottom edge.
Line the end of the 2-inch PVC pipe attached to the L-shape structure with rubber cement. Insert the end into the plywood and press it in until the end of the 2-inch PVC section is flush with the back of the plywood. Allow the glue to dry for 30 minutes.
Insert the lamp kit wire through the PVC pipe. The bulb holder will be positioned on top of the 4-inch pipe while the remainder of the wire will go through the L-shaped PVC structure and come out the back side. Pull tight to lock the bulb holder into the top of the PVC pipe.
Insert a light bulb into the bulb holder and place a small lamp shade over the light.
Mount the sconce to a wall with a small picture bracket.
