Instructions

    • 1

Trace an 8-inch circle on a scrap of corrugated cardboard using a compass. If a compass is not available, a plate or other round object of similar size can be placed on the cardboard and traced.

    • 2

Place the cardboard on a cutting board. Cut out the circle using a craft knife.

    • 3

Apply hot glue to the bottom of an 8 1/2-inch foam cone. Center the cone on the cardboard circle to form a witch's hat. Allow the glue to cool.

    • 4

Cut or rip a sheet of newspaper into pieces approximately 2 inches square.

    • 5

Apply decoupage medium on the cone using a sponge brush. Place a piece of newspaper over the medium. Apply another layer of medium over the newspaper to smooth out the wrinkles and wet the top. Apply additional newspaper pieces, overlapping the edges, until the entire cone has been covered. Allow the newspaper on the bottom edge of the cone to extend onto the cardboard circle.

    • 6

Apply decoupage medium and newspaper pieces to the top of the cardboard circle (hat brim) in the same way as the cone. Overlap the pieces onto the cone and allow them to extend past the outer edge of the brim. Allow the medium to dry.

    • 7

Clip the newspaper that extends over the edge of the brim into 1/4-inch-wide fringe. Clip all the way to the cardboard edge. Turn the hat over with the bottom of the circle facing up. Apply decoupage medium to the edge of the circle. Fold the fringe over and press down with your fingers to adhere.

    • 8

Apply decoupage medium and newspaper pieces over the bottom of the circle in the same way as the top of the hat. Continue until the entire bottom surface has been covered. Allow the medium to dry.

    • 9

Stand the hat right side up on your work surface. Measure around the base of the cone using a measuring tape. Add 1 inch. Cut a length of black rickrack using this measurement. Apply a line of craft glue around the base of the cone. Place the rickrack over the glue. Overlap the ends and secure with glue. Allow the glue to dry.
