Choose the shape of the frame you like. Clean the frame if it is used. Wipe it off gently with a clean cloth to remove dust and grime. Set aside.
Purchase dried flowers from any local craft store. Choose varieties that match your home decor and colors. Use all one color or varied shades of one color. If you don't want to buy dry flowers, you can also dry your own (see Resource section).
Prepare the dried flowers by cutting off the stems of each flower. Cut the stem back to the base of the flower. Set these aside. Group different colored flowers together if wanted.
Hot glue the dried flowers to the picture frame. Begin on the inside edges of the frame and glue flowers around the edges, working outward toward the outer edges of the frame. Let the arrangement dry completely.
Spray the dried flowers with unscented hair spray. This helps to preserve the dried flowers. A clear spray lacquer can be used instead of the hair spray.
