Cut a section of fishing line from the spool. The fishing line should be two feet longer than the garland.
Lay the garland flat on a table or workspace. Lay the fishing line beside it.
Grasp the center of the fishing line. Carefully lay the garland on top of the fishing line.
Wrap the fishing line gently around the floral garland, starting in the center. Starting in the center will insure your line stays evenly dispersed throughout the garland.
Wrap the line around the garland hiding the line in the arrangement. Leave the line hanging off the two ends.
Make a two inch loop on the left end of the fishing line hanging from the garland. Tie the loop off with a knot. Cut the excess line away with scissors. Do the same for the right side of the garland.
Tap two small nails into the wall wear you want to hang the garland. The nails should be far enough apart to allow the garland to droop slightly. Slip the left loop over the left nail and the right loop over the right nail.
Clip several eight-inch pieces of floral wire from the roll using the wire cutters.
Lay the garland on the railing. Attach the garland to the railing with the floral wire by folding the wire over the garland. Do not squish your flowers. Ease the wire around the blooms. Twist the wire together in the underside of the railing.
Use wire to attach the garland to the opposite end. Twist it the same way.
Attach wire where needed to keep the garland in place.
