Form your paper to look like whatever flower you desire. Use coffee filters to make the petals of the flowers. This makes them look a little more realistic because of the texture of the paper. Trace your design out on the coffee filters, cut them out and layer the petals together to form your flower.
Paint the petals of your flowers using the water color paints. Use the paint slightly over-watered to give your flower petals a subtle, but not gloppy color such as acrylic paint would give.
Brush on the paint lightly, blending two or more colors to give the impression of a real flower. Use one color for the inside of the flower and another color around the outside edges, especially for roses.
Curl the edges of the petals using the skewer. Start curling the edges of the flower before the coffee filters dry completely from the water in the water colors. Curl under just the edges of each of the petals.
Insert green floral wire through the center of the flower to form the stem. Leave a little bit of the wire coming through the center of the flower. Bend the floral wire to help make the flower look real by not being perfectly straight.
Add an appropriate center to your paper flower if desired. Wad up a small piece of yellow paper and use the little bit of floral wire to hold the wad of yellow paper in place, for example, if you are making daisies.
