Rent a pressure washer from your local home construction supply store. Fill it with water and thoroughly wash down the wall. Parts of the glaze and remnants of paint likely will lift off the wall as you wash it. Allow the wall to dry thoroughly.
Scrape off remaining patches of paint with a paint scraper.
Patch holes and cracks with caulk, making sure to let the caulk dry before painting.
Fill a paint sprayer, which you also can rent from a home construction supply store, with primer made for a concrete wall. Allow the primer to dry.
Wash out the paint sprayer bottle and fill it with the top coat made for a concrete surface. Spray the wall with concrete paint and allow it to dry.
