Glue the saw-toothed picture hangers to the back of the foam sheet with the low-temp glue gun. Do this on a narrow end if you want it to hang vertically or the long side if you prefer that it hang horizontally. Place the hangers about 2 inches from the top of the foam sheet and the sides. This allows room to glue the fabric in place.
Lay the fabric face down on a flat work surface.
Center the foam sheet on the fabric with the saw-toothed hangers facing up.
Cut the fabric with sharp scissors so it extends about 2 inches beyond the perimeter of the foam on all sides.
Fold the fabric over the edge of the foam sheet and glue it in place with the glue gun. At the corners, fold the fabric neatly to keep it smooth as you glue.
Attach the ribbons over the foam sheet by gluing one end near the edge of the back of the foam sheet. Flip the foam over and bring the ribbon down down to the opposite side. Glue the other end in place on the back of the foam sheet. Make as many vertical columns with the ribbon as you desire. Many people use three or four sections. To create smaller sections, glue the ribbon horizontally across the bulletin board in the same manner.
Add decorative or plain pushpins to a section of the bulletin board. This keeps them handy when you need them.
