Remove the shelf from the cabinet where you wish to install the roll-out drawer. If there is no shelf, measure the depth and width of the cabinet's inside and subtract 1 inch from each figure. Draw the drawer's rectangular base on the plywood using the depth and width figures. Cut it out using the table saw and sand the edges with the sandpaper.
Lay the plywood sheet for the drawer panels down. Use the depth figure and a height measurement of 2 inches to create two rectangular side panels. In addition, use the width measurement minus an inch and a height measurement of 2 inches to create two end panels -- one for the back and one for the front face. Cut these four panels using the table saw and sand the sides.
Place one of the side panels along the base piece's side, so it lines up evenly. Hammer nails through the bottom, so they extend into the side panel. Repeat this step with the other side panel. Slide the back and front panels in between the side panels to create a full rectangular drawer. Hammer nails through the side panels to attach the back and front panels.
Line the two sliding tracks on both sides of the roll-out drawer. Use the level to ensure the tracks are straight on the side panel. Attach it using a screwdriver and 1/4-inch installation screws. Place the sliding tracks inside the cabinet on both sides, so they line up with the tracks on the drawer. Repeat the same installation method as the tracks on the drawer, using the level, screws and screwdriver.
Insert the roll-out drawer into the cabinet frame by angling the drawer, so the tracks connect. Slide the drawer in and out to ensure it works.
