GE is an appliance manufacturer that makes a line of dishwashers. The dishwashers all have a standard bottom-mounted spray arm that sprays water in a circular pattern to rinse and wash dishes. Some models of GE dishwashers also come with an upper spray arm. This arm is mounted to the bottom of the upper rack, and boosts the cleaning power of the dishwasher. You will need to remove the top and bottom spray arms regularly for cleaning.
