Attach two 11-by-12-by-1-inch weather-treated boards flush along two parallel ends of a 12-by-12-by-1-inch weather-treated board using 2-inch wood screws and a cordless drill.
Attach a second 12-by-12-by-1-inch weather-treated board to the free ends of the 11-inch boards using 2-inch wood screws and a cordless drill creating an open square.
Create a box by attaching a 11-by-14-by-1-inch weather-treated board to one side of the square using 2-inch wood screws and a cordless drill.
Drill a 1/2-inch hole into the center of the two parallel 11-by-12-by-1-inch boards.
Insert a 10-inch diameter spool into the box so the center of the spool is aligned with the two holes in the 11-by-12-by-1-inch side boards.
Insert a 1/2-inch diameter iron bar and crank into the hole and out of other side of the box.
Secure the iron bar to the spool using the latch on the bar, which is inserted into a corresponding hole in the spool. If there is not a hole in the spool, drill one using the cordless drill and a boring bit the size of the latch.
