Dig a hole that measures the diameter of a large tub or 15-gallon bucket, as well as the depth of the tub or bucket plus 2-1/2 additional inches. Place the tub or bucket in the hole. The lip of the container must be 2-1/2 inches below the surface of the soil.
Line the inside of the tub or bucket with pond liner. Extend the liner out about 8 inches beyond the diameter of the container or more if you want the bubbling water to go higher. The liner must catch the water splashing on the rocks and direct it back into the container. Curl up the liner to create a ledge and wedge the liner between two bricks.
Put a brick in the container with the pump on top of it. Run the power cord from the pump to the power outlet, according to the manufacturer's specifications.
Use a pair of wire cutters to snip out a square piece of heavy-gauge, galvanized hardware cloth to fit the diameter of the bucket plus 8 inches. Cut a hole in the middle of the hardware cloth to fit the tubing through and place it over the container.
Place the stones and brick on top of the hardware cloth. Turn the pump on and arrange the rocks to get the effect you want. Lay the brick out around the rocks however much you want it to extend.
