Wash your PVC pipe and pie tin thoroughly with soap and water.
Place the end cap on one end of your PVC pipe.
Drill two small holes directly under the end cap, on opposite sides of your pipe. Your hanging wire will go through these holes.
Saw three or four notches on the opposite end of the pipe. Make these notches large enough to allow birdseed to flow through.
Drill two small holes right above these notches. These holes will hold the wire that attaches the PVC pipe to your pie tin.
Drill a few small holes in the bottom of your pie tin for drainage.
Drill two additional small holes in the bottom of your pie tin, directly across from each other. These holes should be made to line up with the holes drilled in your PVC pipe.
Run a piece of wire through the two holes in your pie tin, starting from the inside of the pan.
Run each end of wire inside your PVC pipe and through the two bottom holes. Bend the ends of the wire to hold it in place.
Fill your PVC pipe with bird seed by removing the end cap and pouring bird seed inside. The bird seed should flow out the notches at the bottom of your pipe, into your pie tin.
Run a wire through the two top holes in your PVC pipe and hang it on a tree branch.
