According to Gardening Know How, you should water your rosemary only when the soil in which it is planted is dry. Thoroughly soak the soil, but allow it to dry out completely before you water it again. This can take anywhere from three to seven days depending on the humidity in your house or garden.
Water your rosemary by pouring water directly onto the soil. Don’t water the spill tray under the pot—rosemary will not suck the water up the way some other herbs do. Because rosemary likes mostly dry soil, you should plant your rosemary in a terra cotta pot or other pot that allows water to flow out of it freely.
If you live in a wet climate, never plant your rosemary in a permanent location. If you want it to be outside during part of the day, put it in a pot that can be easily brought inside when it rains or is humid outside.
