Find a sunny location to plant the seeds. Remove weeds from the area and mix in 2 inches of compost into the top 6 inches of soil with a shovel. Tobacco requires healthy, well-drained soil in order to thrive.
Bring a sample of the soil to your local county extension office to have a pH test conducted. Tobacco does best in soil with a pH of 5.8, so you may need to make adjustments to the soil. If adjustments are necessary, the extension office can provide detailed instructions on how to add amendments to your particular soil.
Add fertilizer to the soil before you plant the seeds to ensure they start out in a nutrient-rich environment. Any fertilizer labeled as suitable for tomatoes or peppers will also work well for tobacco, as these species are in the same family. As always, follow the application guidelines on the package of your chosen fertilizer.
Sprinkle the seeds on the surface of the soil. The seeds should cover approximately 15 percent of the total surface area.
Tamp the seeds into the soil to ensure that they don't blow away. Much like grass seeds, tobacco seeds do not need to be completely covered with soil in order to grow.
Water the soil with a light mist. A hose sprayer attachment with a mist setting is perfect for the job. Water until the soil is moist to a depth of 4 inches.
