Cut all remaining vinyl straps from the chair with scissors. Pull each side of the strap with medium force using both hands to detach the fasteners from the steel frame. Discard the old vinyl straps.
Mix a mild solution of dish soap and water in a pan. Dip a cloth into the mixture and thoroughly wash the steel frame of the chair. Dry the chair with a cloth and let the frame air-dry completely.
Measure the distance from the mounting holes in the seat of the chair from one side to the other side. Start with the first strap on the seat of the folding chair farthest from the folding area. Wrap the cloth measuring tape underneath the frame on each side so that it is in the position that the strap will install. Multiply the measurement by .85 and add one inch. Cut the first vinyl strapping to this length.
Measure 1/2 inch from each end of the strap and drill a 3/16 inch hole in each end. Trim the edges of the strap on each end at a 45-degree angle so that they form a V-shape with a squared off end.
Fill a large pot half-full of water and place on the stove. Turn the stove on high and bring the water to a boil. Place the vinyl strap cut to size inside of the water and boil for five minutes.
Use tongs to remove the vinyl strap and lay it on a towel. Let it cool until it is warm to the touch. Dry the strap off with a towel.
Push a single wrap fastener into each end of the vinyl strap and push it into the chair frame. Attach one end from underneath, wrap the strap around the frame, across the seat and around the frame on the other end with the end wrapping around the frame and the fastener underneath the frame. Stretch the vinyl strap when inserting the second end so that it is tight.
Cut the remaining straps to the same length and follow this procedure for each strap. The length will be the same for each strap as long as the first one fits well. All remaining straps can boil in the water at once.
