Wash each piece of PVC outdoor furniture with an ammonia-based glass cleaner and a garden hose. Flip the furniture over and spray the undersides and legs with cleaner first. Rinse with clear water from a garden hose nozzle that is set to spray. Turn the furniture right-side up and spray the upper portions with glass cleaner. Rinse off, spraying with water until all debris and cleaner residue is removed.
Dry the furniture with a soft, absorbent towel. Allow the furniture to sit for a minimum of four hours, preferably in the sun, to ensure that all moisture has evaporated.
Spread a drop cloth on the ground outdoors, or, if working indoors, on the floor in a well-ventilated room, such as the garage with doors and windows open. Place the furniture upside down on the drop cloth.
Spray the underside and legs of the PVC furniture with spray paint manufactured specifically for use on plastics. Hold the spray paint nozzle 10 to 12 inches from the furniture surface. Apply the paint with a sweeping motion for even coverage and to prevent puddling and drips.
Leave the partially painted furniture to dry for 10 minutes. Turn the furniture over and spray paint the remaining surfaces. Let sit for an hour to dry completely. Apply a second coat of spray paint, repeating the process of painting the underside first followed by the upper surfaces.
Allow the refurbished PVC furniture to sit unused for one week to allow the paint to cure thoroughly. Once it is ready for use, set the furniture outdoors and accessorize with cushions in a coordinating color.
