Dig out the border to your flower beds with an edger. Level the area using a shovel, and spread out the soil so it is flat. If you are placing your flowers on a hilly area, level out each flower bed. Place a border around the edge using bricks, stone or a plastic divider. Form steps, or terraces, to your flower beds.
Add organic material to your soil, such as manure and compost. This will add nutrients to the soil, which the flowers will need. it will also help to retain moisture in the soil.
Plant flowers that flourish in a dry environment. Many annuals, including the western Wild Rose, do well in a dry, sunny environment.
Plant perennials that can survive the Kamloops winter. Because of the mountainous terrain around Kamloops, the climate zone varies -- from zone 3 at the coldest and highest elevation -- to zone 6 at the warmest and lowest elevation. Choose your perennials according to the climate zone where you live.
Add mulch around your flowerbeds to help retain moisture for the flowers.
Water your flower garden in the evening, to conserve water. This will allow the flowers to absorb the water though their roots before it evaporates. Immediately after planting, soak the flower beds with water until they are saturated. The flowers will need more water now, to recover and establish themselves.
