Measure two sections of 2-by-4-inch lumber 1 inch longer than the height of the clothes rack with a measuring tape. Cut the lumber sections to length with a circular saw.
Measure the width of the table. Measure a 1-inch-diameter dowel rod 1 inch longer than the width of the table. Cut the dowel rod to length with a circular saw.
Mark the center of each cut section of 2-by-4-inch lumber about 2 inches from one end. Using a drill equipped with a 1-inch paddle bit, drill a circular hole 1/2 inch deep at each mark.
Insert the ends of the dowel rod into the 1-inch holes. Align the bottom edges of the 2-by-4-inch lumber sections with the bottom edge of the table top. Drill two pilot holes through each lumber section into the table edge, and tighten 4-inch wood screws through the pilot holes, using an electric screwdriver, to secure the clothes rack to the table.
