Measure the distance that you want the wall to run, in feet. Divide this length by 8, which is the length, in feet, of a single 2-by-3 board. The result is the number of 8-foot sections of wall that you need to build. If there is a remainder, you will also need to build a small section. The value of the remainder is equal to the length of the small section, in feet.
Cut seven 2-by-3s to the height you want your wall to be. Make marks along one uncut board every 16 inches.
Screw one end of one cut board to the uncut board at every place there is a mark, and at both ends. Use two screws for each board. These smaller boards are, essentially, studs placed 16 inches apart, just as they usually are in any wall of your home.
Screw another uncut board to the free ends of the cut ones. You now have a rectangular wall section frame.
Measure the distance between two adjacent studs. Cut a piece of 2-by-3 to this length. Screw it into place between the two studs, about halfway high, putting two screws in each end. This piece of blocking will reinforce the studs. Make a piece of blocking for the spaces between the rest of the studs. Offset each piece of blocking from the one before it, making it either higher or lower, so that you can easily screw each into the studs on either side.
Make the other sections in the same fashion as you did the first. Stand them up next to each other, and attach them to each other by screwing the last stud of one to the first stud of the next.
Cover the wall in foam core boards. Attach the boards to the studs with foam core screws. Use a utility knife to cut smaller pieces of foam core as needed. If both sides of the wall are going to be visible, cover both sides in foam core.
